Is fragrance-free the same as unscented?

No. Fragrance-free means no fragrance materials were added at all, which is what sensitive and reactive skin generally wants. Unscented often means a masking fragrance was added to cover the raw smell of other ingredients, so an 'unscented' product can still contain fragrance. If you are avoiding fragrance for sensitivity, read the ingredient list rather than the front of the label.
